Check Server Alive

Hi,

I want check the server with particular port number example (servera1 & port 143) from the windows command prompt. can you tell me the command to verify the server and that particular application availability ?

openfiles.exe /query /fo list /v this command providing the exact information what i expected.

Since its live server and also i could not do any changes in group edit policy. can you tell any commands for accomplishing this task?
